Abstract

The implementation of the Shariah-Based Quality Management System MS 1900 has become a vital foundation for enhancing the effectiveness of administration and management within Islamic organizations in Malaysia. However, several challenges remain in ensuring its consistent implementation, particularly at the Department of Selangor State Syariah Judiciary (JAKESS). Accordingly, this study aims to identify the main challenges faced by JAKESS in sustaining the implementation of MS 1900. This study employed a qualitative research design using a case study approach. Data were collected through semi-structured interviews with 10 informants consisting of top management officers, administrative staff, and operational staff at JAKESS. In addition, document analysis of MS 1900 related procedures was conducted to support the findings. The data were analysed using thematic analysis to obtain an in-depth understanding of the issues identified. The significance of this study lies in its contribution to a broader understanding of the implementation of a Shariah-based quality management system within the context of Syariah courts in Malaysia. The findings identified five main challenges which are limited knowledge and understanding, lack of commitment, insufficient determination, time constraints, limited financial resources and difficulties in fulfilling recommendations from SIRIM. This study provides valuable insights for industry players particularly Syariah judicial institutions that have yet to obtain MS 1900 certification in preparing to address the challenges associated with its implementation.
